Rajiv Gandhi Mahila Vikas Pariyojana (RGMVP)

Under the framework of partnership between State Rural Livelihood Mission, Community Federation and NGO for Field Implementation of NRLM Activities issued by National Rural Livelihoods Mission, UPSRLM initiated to partner with ‘Nurturing Organisations’ for implementing NRLM activities in an appropriate manner, where the NGO bears its own costs. An advertisement was issued in leading news papers and proposals received were thoroughly screened.  Adhering to the expected terms and essentials of proposed partnership for ‘Nurturing Organisations’, Rajiv Gandhi Mahila Vikas Pariyojana (RGMVP), a flagship poverty reduction programme of Rajiv Gandhi Charitable Trust and recognised by GOI, MORD under NRLM as Capacity Building Agency and the community federations promoted by RGMVP, under tripartite arrangement agreed to partner with UPSRLM at no cost basis. Along with this another two party Memorandum was agreed between UPSRLM and RGMVP to provide the interest subvention benefit to the SHGs of rural poor women in the areas where RGMVP is promoting SHGs and community mobilization, where RGMVP is to serve the mission at no operational cost. With this partnership UPSRLM will be able to expand its activities and provide the benefits of NRLM to more than 10 Lakh rural poor women through approximately one lakh Self Help Groups in Uttar Pradesh. It was launched in 2000 and is said to be the largest transparently operated private foundation in the world.[4] The primary aims of the foundation are, globally, to enhance healthcare and reduce extreme poverty, and in America, to expand educational opportunities and access to information technology.
The Uttar Pradesh State Rural Livelihood Mission (UPSRLM) is an independent institution set up by the Government of Uttar Pradesh to implement National Rural Livelihoods Mission (NRLM). The key mandate of the State Mission is to build quality and financially sustainable community Institutions of poor women, which would be further federated at village and at higher levels i.e. cluster and block.  These institutions provide a close and long term handholding support to each of their members and enable them to access financial, social, and economic and public services/entitlements.


The proposed investment with the support of BMGF, is intended towards the goal of enhancing the technical and leadership capacities of the State Mission so that it emerges as an effective institution to empower the rural poor and integrate health  and nutrition strategies with the issues of promoting sustainable livelihoods at the Community Institutions level. It would help the Mission in building an enabling environment for UPSRLM within the State Government of Uttar Pradesh, adopting  modern Human Resources practices, incubating community driven health initiatives by integrating health and livelihoods issues, knowledge Management and adoption and up-scaling of best practices for better health and livelihoods outcomes of rural poor.

These goals will be achieved with the help of following objectives:

1:Setting Up Management Support Unit (MSU) at the State Mission Management Unit:

In addition to the SRLM team, a five member technical support unit will be set up as an integral part of the State Mission Management Unit (SMMU) of the Uttar Pradesh State Rural Livelihoods Mission. The MSU would consists of one State Advisor and four thematic leads from the areas of Institution Building and Capacity Building, Livelihoods and sustainable Agriculture, Health and Monitoring & Evaluation. The MSU would provide high level advisory and technical services to the State Mission Director (SMD) towards quality implementation of the programme and provide the implementation support to the District and Block units. The unit would provide management impetus to the overall State Mission and would work with the various stakeholders, including the members of the Governing body, leadership of similar programmes in the State, various Government Departments, District Collectors, towards creating an enabling environment for the implementation of Mission activities. The work of MSU should improve the quality of programme delivery and create a demonstrable success of programme implementation at the ground and bring in result orientation at the SMMU and DMMU level. The members of the technical support unit would play a pivotal role in the concerned thematic verticals and provide support, guidance and mentorship to all associated members in the theme. Theywould scout & identify best practices and models within and outside State in their respective themes, synthesize learnings and integrate with the Community Operational Manual of the State Mission. The team would be responsible for development of various guidance and learning notes, and building partnerships with resource organizations working on similar issues in the State and outside.

2:Strengthening field implementation team in 5 Blocks 

The experiences of several State supported rural livelihood programmes has shown that investments in social and economic mobilization of the rural poor leads to increased voice, participation and representation of the rural poor in local Governments and creates a demand side accountability and pressure for improvements in local governance and last mile service delivery. However, with the State Government of Uttar Pradesh there are not many such successful examples of building and investing in quality of community institutions. Therefore, there is a need to have a catalytic field team who would support the block team of UPSRLM in creating a successful demonstration of building quality community institutions. The objective is essentially building a concrete experience and tested models within Mission and to create best practice sites to develop them as home-grown immersion locations, which would also generate critical pool of social and human capital (community professionals) for lager scaling up. It is estimated that each resource block over a period of 5-6 years would support 20 additional blocks in the form of Community Resource Persons (CRPs) and Project Resource Persons (PRPs), who act as fulcrum for social mobilization and institution building in a new block.

3:Integrating Health and Nutrition strategies with the SHGs and its federations to develop prototype for scaling up:

The team would work towards convergence with other Government programmes ensuring access to public health services to the poorest of the poor and vulnerable households. Members of existing SHGs would be linked to health and nutrition initiatives through promotion of “Swasthya Samooh Sakhis”. These Sakhis are well informed trained members of SHGs specialized in providing training on health and livelihood linkages and also coordinate with the Health Department for health interventions. The experiences and learnings generated will be used for holding consultations with stakeholders at different levels and testing of aids and tools for development of key behaviour change messages which suite the needs of vulnerable groups and poor within community institutions. The cost of training of “Swasthya Samooh Sakhis” and printing of other required training aid and materials would be borne by the State Mission as part of institution building and capacity building of NRLM/P. Efforts would be made to use existing training materials available with different resource organisations like SERP, Jeevika, RGMVP, PHFI etc.

4: To develop learning/resource material, knowledge products and organising strategic planning workshops and Immersion visits of key stakeholders

 At the outset this objective will ensure development of products for enhancing knowledge of key functionaries within the mission and aids and tools for generating awareness among community institutions on key behaviour change messages. This includes development of process manuals, framework, mass media, IEC, MIS, portal for sharing learnings and dissemination of learnings with stakeholders and actors; conduct of evaluations and documentation of success stories for policy advocacy within Mission and State as a whole.
